E-invoicing guide

UAE e-invoicing: the 2026 to 2027 timeline and what small businesses have to do

From 2027, business-to-business and business-to-government invoices in the UAE must be exchanged electronically through accredited providers and reported to the FTA in near real time. The pilot started in July 2026. Here is the timeline, what changes in practice, and what a small business needs ready.

What e-invoicing actually means

E-invoicing is not "sending a PDF by email". Under the UAE programme an invoice is created as a structured data file in the PINT AE format (a UAE profile of the international Peppol standard), sent through your Accredited Service Provider (ASP) to the customer's ASP, and simultaneously reported to the FTA. The FTA calls this the decentralised five-corner model: seller, seller's ASP, buyer's ASP, buyer, and the tax authority.

The result is that both sides of every B2B transaction hold the same machine-readable record and the FTA sees it at the time of issue. Your PDF can still exist for humans, but the data file is the legal invoice.

The timeline

DateWhat happensWho
1 July 2026Pilot and voluntary phase opensAny business ready to start
30 October 2026Deadline to appoint an ASP (extended from 31 July by Ministerial Decision 66 of 2026)Revenue of AED 50 million or more
1 January 2027Mandatory e-invoicing go-liveRevenue of AED 50 million or more
31 March 2027Deadline to appoint an ASPRevenue below AED 50 million
1 July 2027Mandatory e-invoicing go-liveRevenue below AED 50 million
1 October 2027Mandatory go-liveGovernment entities

For nearly every small business in the UAE the operative date is 1 July 2027, with an ASP in place by 31 March 2027. The programme covers B2B and B2G supplies. Business-to-consumer invoices are outside the first phases.

Penalties

Failing to appoint an ASP or to implement e-invoicing by the applicable deadline attracts a penalty of AED 5,000 per month for each month of non-compliance. Issuing invoices outside the system after your go-live date will also mean those invoices do not meet the requirements for a valid tax invoice, with knock-on effects for your customers' input VAT.

What changes day to day

  • Every B2B invoice needs the structured fields the PINT AE format requires: your TRN and the customer's TRN, line-level VAT treatment, and the customer's Peppol identifier. Missing customer TRNs are the most common gap in small business records today.
  • Invoices are transmitted, not just sent, so "I emailed it on Monday" becomes "it was accepted by the network on Monday at 10:14".
  • Credit notes go through the same channel, referencing the original invoice.
  • Your accounting software must either be an ASP itself or connect to one. Spreadsheet and Word invoicing will not be an option for B2B supplies after your go-live date.

How to prepare in 2026

  1. Make sure every invoice you issue today already carries the data the format needs: proper tax invoice fields, TRNs on both sides, and per-line VAT. If your invoicing is already FTA-compliant, e-invoicing is a transport change rather than a data change.
  2. Collect and verify customer TRNs now. You will need them on every e-invoice.
  3. Move off spreadsheet or Word invoicing to software that will connect to an ASP.
  4. Watch the FTA's list of accredited providers and decide whether your software vendor connects to one or you contract one directly. Appointment must be done by 31 March 2027 if your revenue is under AED 50 million.
  5. Talk to your largest customers: businesses over AED 50 million go live in January 2027 and may ask suppliers to be ready earlier than the law requires.

What e-invoicing does not change

The VAT rules themselves are unchanged: 5% standard rate, the same thresholds, the same VAT 201 return. E-invoicing changes how invoice data reaches the FTA, and in time it will pre-fill parts of the return, but the underlying obligations are the ones described in the VAT return guide.

Frequently asked questions

I am a small business. When does e-invoicing apply to me?

If your annual revenue is below AED 50 million, you must appoint an Accredited Service Provider by 31 March 2027 and issue e-invoices from 1 July 2027.

Does e-invoicing apply if I am not VAT registered?

The programme is built around tax invoices and applies to businesses issuing B2B and B2G invoices. Details for unregistered businesses are being clarified by the Ministry of Finance; check the current guidance before assuming you are out of scope.

Do I need to buy new software?

You need invoicing software that is, or connects to, an Accredited Service Provider. Midnight Ledger will provide that connection before the small business deadline.

What about invoices to consumers?

B2C invoices are outside the initial phases of the mandate. Only B2B and B2G supplies are covered from 2027.
